In the end, all crime bosses eventually drop the pretense. When the greed takes over, there are no lines they aren’t willing to cross, even as they wear the mask of civility.
But once again, Tommy isn’t the one with the agency in this scene: Paulie is. The bank heist was his idea, and we are just acting like a good Player 1 and hitching onto it since it best fits the emotional pathos of the scene.
He is our cipher, and now that the Don is peddling drugs we have to move on to the more ethical business of robbing banks.
