This is closer to what I would expect from ZA/UM. As I said before, one a system has been set into motion, the people within that system are easily replaceable cogs, not matter how far up or down the hierarchy one goes. This includes the very leadership of governments and major corporations.
In a sense, the “Mega Violator” bootlegging device is an apt metaphor for that principal. It does not matter if a Luzeran official dies. If they do, their personality can be imprinted onto another easily replaceable cog and fit into the machine as though nothing happened. No matter how much time passes, the system will self-perpetuate. It will continue to do so until circumstances change such that it is no longer possible to.
Which makes the mission to Zero Out the Grand Lich all the more baffling. Even in-universe, it is not likely to bring about any lasting change on the grand stage of history.
